Before you begin — know the assets and liabilities
Before you file anything with the East Haven-North Haven Probate Court, list what the person owned, what passed by beneficiary designation or survivorship, what debts are known, and whether the person lived in East Haven or North Haven at death. Connecticut estate settlement depends on those facts because the probate fee is invoiced later under C.G.S. section 45a-107, and an estate tax return must be filed with the Probate Court within six months.
Sunset's asset discovery searches more than 2,300 institutions so families can find accounts before choosing a court path, preparing forms, or asking for appointment. That helps keep the estate settlement packet tied to the assets that actually exist.
Which court handles jurisdiction
Connecticut probate is handled by a separate statewide system of 54 Probate Courts, one for each probate district, not by the Superior Court and not by any county (C.G.S. section 45a-2). The East Haven-North Haven Probate Court serves East Haven and North Haven, two separate Connecticut towns that share one district (C.G.S. section 45a-2). North Haven residents use this same court even though the courthouse is located in East Haven.
If the decedent left a will and was domiciled in East Haven or North Haven at death, the executor applies for probate of the will in this Probate Court (C.G.S. section 45a-283). If the decedent died intestate, the Probate Court for the district where the decedent was domiciled has jurisdiction to grant letters of administration (C.G.S. section 45a-303). For a nonresident decedent with Connecticut property, C.G.S. section 45a-287 lists the possible Connecticut districts.
Use the statewide Court Locator at ctprobate.gov/court-locator if you are unsure which Probate Court serves a town. This matters in the Haven area because East Haven-North Haven Probate Court, New Haven Probate Court, and West Haven Probate Court are separate courts.
The jurisdiction process
- Identify the assets, debts, will status, and town of domicile before filing. If the person lived in East Haven or North Haven, this is the local Probate Court for a resident decedent's estate under C.G.S. section 45a-283 and, for an intestate estate, C.G.S. section 45a-303.
- Choose the correct statewide form path. A full estate generally starts with PC-200, Petition/Administration or Probate of Will, filed in the Probate Court for the district where the decedent was domiciled at death (C.G.S. section 45a-283). If the small estate procedure fits, PC-212 is filed under C.G.S. section 45a-273, and it is still a Probate Court filing.
- File with the East Haven-North Haven Probate Court at 595 Thompson Avenue, East Haven, CT 06512. The court does not publish a separate mailing address, so mailed papers go to the street address. The original will must be delivered on paper because it cannot be eFiled under Probate Court Rules of Procedure, section 7.1a.
- Do not attach an opening payment for a decedent's estate. No filing fee is due when a decedent's estate is opened; the East Haven-North Haven Probate Court invoices the statutory probate fee later under C.G.S. section 45a-107.
- Use the statewide eFiling system only as the rules allow. Attorneys who appear in a probate matter must register for eFiling under Probate Court Rules of Procedure, section 22.1. Registration is optional for everyone else, and the paper original will requirement still applies under section 7.1a.
- Watch for notice, waivers, streamline notice, or a hearing. Connecticut procedure allows many uncontested matters to move without everyone appearing when waivers are filed or the streamline notice procedure applies under Probate Court Rules of Procedure, section 8.6.
- If you need to take part by electronic means, ask the clerk what the court expects. Probate Court Rules of Procedure, section 66.1 lets the court allow participation by electronic means on request or on its own motion, but it is a court decision, not a right.
- After appointment, ask for the certificate of appointment you need for banks, transfer agents, and title matters. Under C.G.S. section 45a-200, the clerk's certificate is sufficient evidence of the fiduciary's authority and identity for one year from the date it is issued.
- Administer the estate on the statewide clocks. The decedent's estate inventory is due within two months after qualification unless the court extends the time under C.G.S. section 45a-341. The court places the newspaper notice to creditors under C.G.S. section 45a-354, and the return of claims follows under C.G.S. section 45a-361. If the decedent owned Connecticut real estate, the land notice form is recorded with the town clerk in each town where the real estate is located.
- File the estate tax return with the Probate Court within six months, even if no Connecticut estate tax is due. A nontaxable 2026 estate generally uses CT-706 NT with the Probate Court, while a taxable return uses CT-706/709 with Revenue Services and a copy to the Probate Court.
- Close with the required financial report or account and the court's decree. The final financial report, often PC-246, is handled under Probate Court Rules of Procedure, section 30.19, and the fiduciary distributes and closes as the court directs.

Scenarios
| Situation | Local path | Where Sunset helps |
|---|---|---|
| Surviving spouse with a co-owned home | If the decedent was domiciled in East Haven or North Haven, start with this Probate Court under C.G.S. section 45a-283. A jointly held home may pass outside probate, but the estate tax return is still filed with the Probate Court within six months, and the probate fee is computed under C.G.S. section 45a-107. | Sunset helps identify accounts, beneficiary assets, debts, and home-title questions so the spouse knows what belongs in the estate settlement plan. |
| Out-of-state adult child with a small estate | Papers can be mailed to 595 Thompson Avenue, East Haven, CT 06512, but the original will must travel on paper because it cannot be eFiled under Probate Court Rules of Procedure, section 7.1a. If C.G.S. section 45a-273 fits, the small estate affidavit is filed in the Probate Court. If the out-of-state child is appointed fiduciary, PC-482 may be needed. | Sunset helps assemble the asset list, flag the C.G.S. section 45a-273 small estate questions, and prepare a packet for review before filing. |
| Parent settling a predeceased child's estate, home must be sold | A sale of solely owned real property usually means full administration through PC-200 in the Probate Court under C.G.S. section 45a-283. After appointment, the certificate of appointment under C.G.S. section 45a-200 is the proof a buyer's attorney or title company will expect. A contested decree is appealed to the Superior Court under C.G.S. section 45a-186. | Sunset helps organize accounts, real estate details, creditor information, and attorney introductions for a more orderly estate settlement. |
