The City of Williamsburg and James City County share one elected Clerk of the Circuit Court, and the court's own name is Williamsburg/James City County Circuit Court. The City of Williamsburg is still an independent city. A City of Williamsburg estate is not a James City County estate, even though both are handled at the same counter.
Virginia venue starts in the circuit court of the county or city where the decedent had a known place of residence (Va. Code § 64.2-443). - Pay the Commonwealth probate tax under Va. Code § 58.1-1712 if it applies, plus statutory qualification and recording charges. The City of Williamsburg has no local probate tax under Va. Code § 58.1-1718.
- Address bond and surety at the appointment. The clerk's local guidance says the bond amount is set by the probate clerk at the appointment, and an out-of-state fiduciary should expect a bondsperson unless a Virginia resident qualifies with them. A nonresident fiduciary also signs the consent to service of process required by Va. Code § 64.2-1426.
- Receive the certificate of qualification, CC-1625, after qualification. This is the document banks and other institutions use to recognize the personal representative's authority (Va. Code § 64.2-506).
- Send the notice of probate to the people entitled to notice within 30 days after qualification or admission of the will, then record the notice affidavit within four months in the clerk's office (Va. Code § 64.2-508).
- Work with the commissioner of accounts, not the clerk, after qualification. The inventory, CC-1670, is returned to the commissioner of accounts, and later accounts or any statement in lieu are handled through that office (Va. Code §§ 64.2-1200, 64.2-1300, 64.2-1304).
- Administer the estate, pay valid expenses and claims, document distributions, and close the estate settlement through the commissioner of accounts when the required account or closing statement is ready.

Fees
The Commonwealth probate tax applies when Virginia law requires it (Va. Code § 58.1-1712). The City of Williamsburg has not added the optional local probate tax allowed by Va. Code § 58.1-1718, so the local layer is simpler than in cities and counties that do impose that tax.
