Nicollet County is part of the Fifth Judicial District with Blue Earth, Watonwan, Lyon, Redwood, Brown, Lincoln, Cottonwood, Murray, Nobles, Pipestone, Rock, Faribault, Martin and Jackson counties (Minn. Stat. § 2.722, subd. 1). The district has 17 judges and permanent chambers at Marshall, Windom, Fairmont, New Ulm and Mankato. St. Peter is not a permanent-chambers city, so judges travel within the district while Nicollet County filings remain at the St. Peter courthouse.
For a determination of descent, Minnesota gives a wider venue rule: an interested person may petition in the county of the decedent's residence or in a county where the property is located (Minn. Stat. § 525.31).
The jurisdiction process
- Choose the filing track. An informal probate matter begins with an application directed to the probate registrar, while a formal probate matter begins with a petition asking a judge for a judicial determination (Minn. Gen. R. Prac. 402).

- Complete notice steps. In a formal testacy proceeding, notice includes publication and mailed notice as required by the probate rules. - Watch for hearing instructions. Informal matters are handled by the probate registrar if they qualify. Formal matters are set before a judge. Minnesota's default appearance type for probate hearings is remote under Judicial Council Policy 525, but the hearing notice says how to appear.
- Receive letters if appointed. After appointment, the personal representative receives letters testamentary when there is a will or letters of administration when there is no will. Certified copies cost $14, current as of August 2026 (Minn. Stat. § 357.021, subd. 2(2)).
- Administer the estate. The personal representative identifies and safeguards assets, gives required notices, handles creditor claims, manages any real property issues and keeps records for beneficiaries and the court.
- Close the estate. An unsupervised personal representative may use PRO914 when the statutory conditions for an informal closing statement are met, or may seek a formal order with the statewide formal closing forms when a court order is needed (Minn. Stat. § 524.3-1003).
